The changes, in the volume and form of public financing of higher education institutions as well as their preconditioning and results constitute the second subject of the analysis.;
  Autorka omawia rolę publicznego finansowania szkół wyższych w krajach zachodnioeuropejskich i w Stanach Zjednoczonych w trzech aspektach: 1) udziału finansowania publicznego w całości nakładów finansowych na szkolnictwo wyższe; 2) finansowania prac badawczych w szkołach wyższych; 3) udzielania pomocy materialnej studentom. Drugim wątkiem analizy są zmiany w wielkości i formach publicznego finansowania szkół wyższych, ich uwarunkowania oraz skutki.
