Zbadany wybiórczo materiał i przeprowadzone rozważania dają podstawę do stwierdzenia, że restytucja samorządu terytorialnego w naszym państwie uwzględniała wzmiankowane prawodawstwo międzynarodowe, a zwłaszcza dorobek Rady Europy.
