  Modernization processes introduced in the economy of Uzbekistan at the turn of the millennium were aimed at introducing economic innovations in industry and agriculture. To a lesser extent, the corresponding changes affected the humanitarian sphere. The best results of economic transformations can already be observed in the development of the mining and processing industries, which have brought the state to a high industrially innovative level of development. Humanitarian factors, in particular the protection of human rights, lag far behind industrial successes in terms of the breadth of issues covered, the pace of implementation, and the consequences of reforms. Although certain shifts can be observed in the humanitarian sphere, which are still taking place, albeit at a slower pace. The analysis of the implemented changes, a wide list of features of Uzbek innovations gives reason to hope that the economic breakthrough will contribute to the improvement of the situation in the sphere of observance and protection of human rights. Complexities of the social dimension are caused not only by miscalculations of politicians. The vast majority of problems in the humanitarian sphere are related to the deep roots of the Muslim identity of the Uzbek people, their culture and beliefs, which are not acceptable to some of the attitudes of the modernized societies of today. However, in connection with the gradual modernized development, as can be assumed, the gradual enrichment of the population as a whole as a result of economic growth, it is necessary to gradually improve the state policy aimed at protecting human rights, find effective methods of implementing humanitarian reforms, contribute to the improvement of their results, improve the quality work and training of the bureaucratic apparatus. At the same time, this can happen only if there is a democratic government and a modernized administrative apparatus, a civilized leadership of the country, which professes human values. Positive forecast scenarios for the further development of the country are connected and will depend also on other important factors, namely on the deep interest in the modernization and democratization of Uzbekistan not only of global business structures, but also of leading international actors: the USA, China, Japan, countries of the Arab world, international financial organizations, etc. World players contributed to the country's civilizational development and helped the Uzbek people make an impressive breakthrough in the transition from the medieval state of the economy, which, due to the cotton factor of the first Russian and then the Soviet empire, “stuck” in the economy of Uzbekistan throughout the entire period of subordination to Russia, to a modern modern scientific and technical innovative state of the economy. Substantial foreign investments and concessional loans in leading industries – the mining and processing industry, the transport system, the banking sector, the introduction of innovative technologies, the provision of appropriate consulting assistance, have brought the state of Uzbekistan to an honorable place among the industrially developed countries of the world.;
  Модернізаційні процеси, запроваджені в економіці Узбекистану на зламі тисячоліть, були спрямовані на впровадження економічних нововведень в промисловість і сільське господарство. Меншою мірою відповідні зміни торкнулися гуманітарної сфери. Найкращі результати економічних перетворень вже нині можна спостерігати в розвитку видобувної і переробної промисловості, що вивели державу на високий індустріально інноваційний рівень розвитку. Гуманітарні чинники, зокрема захист прав людини, значно відстають від індустріальних успіхів за широтою охоплених питань, за ритмом впровадження і за наслідками реформування. Хоча і в гуманітарній сфері можна спостерігати певні зрушення, які все ж таки відбуваються, хоча й уповільненими темпами. Аналіз проведених змін, широкого переліку особливостей узбецьких нововведень дає підстави сподіватися, що економічний прорив сприятиме покращенню ситуації і у сфері дотримання і захисту прав людини. Складнощі соціального виміру викликані не тільки допущеними прорахунками політиків. Переважна більшість проблем гуманітарної сфери пов’язана з глибокими коренями мусульманської ідентичності узбецького народу, його культурою і віруваннями, яким не прийнятні деякі установки модернізованих суспільств сучасності. Однак, у зв’язку з поступовим модернізованим розвитком, як можна припустити, поступове збагачення населення в цілому в результаті економічного зростання, має поетапно вдосконалити державну політику, спрямовану на захист прав людини, віднайти ефективні методи впровадження гуманітарних реформі сприяти покращенню їхніх результатів, підвищити якість роботи і підготовку чиновницького апарату. Водночас, таке може відбутися тільки за умов наявності демократичної влади і модернізованого управлінського апарату, цивілізаційного керівництва країни, яке сповідує людські цінності. Позитивні прогнозні сценарії подальшого розвитку країни пов’язані і залежатимуть також від інших немалозначущих факторів, а саме від глибокої зацікавленості в модернізації і демократизації Узбекистану не тільки світових бізнесових структур, а й провідних міжнародних акторів: США, Китаю, Японії, країн арабського світу, міжнародних фінансових організацій тощо. Світові гравці сприяли цивілізаційному розвиткові країни і допомогли узбецькому народові здійснити вражаючий прорив у переході від середньовічного стану економіки, який через бавовняний чинник спочатку російської, а потім радянської імперії «затримався» в економіці Узбекистану протягом всього періоду підпорядкованості Росії, до сучасного модерного науково-технічного інноваційного стану економіки. Вагомі іноземні інвестиції і пільгові кредити у провідні галузі – видобувну і переробну промисловості, транспортну систему, банківську сферу, впровадження інноваційних технологій, надання відповідної консалтингової допомоги, вивели державу Узбекистан на почесне місце серед індустріально розвинутих країн світу.
