  The aim of the article is theoretical exploration of the phenomenon of public innovation. In Poland innovation has its own extensive literature in the field of technical sciences, management or economics and is primarily concerned with the transfer of scientific knowledge and commercial use creative tools and business management. The transfer of such a perspective on the public sphere and political is original and innovative itself. Public innovation or innovation in the public sphere are concepts not found in social sciences encyclopedias in Poland. Such a transfer may therefore constitute not only an important contribution to the study of democracy, but above all, open a new analytical perspective, which, functioning within basic research, will fulfill prognostic and instrumental functions - pointing to the real or illusory possibility of progress in the public sphere;
