An important element of the paper, apart from the theoretical framework, is the systematization of the location of relevant offices and institutes. ;
  Lokalizacja centralnej administracji jest istotnym lokalnym oraz regionalnym czynnikiem rozwojowym. Z perspektywy funkcji centralnych, opisywanych przez W. Christallera, jest to jedno z najważniejszych narzędzi wpływania na rozwój lokalny i regionalny. W artykule autor porównuje lokalizację urzędów centralnych oraz instytutów badawczych do deklarowanego w dokumentach strategicznych systemu osadniczego. Istotnym elementem pracy, oprócz teoretycznej podbudowy, jest systematyzacja lokalizacji urzędów oraz instytutów.
