  National spatial arrangement policy describes part of polish cities as national development centers. Thanks to social, political and economical role, these cities should be a sources of processes of local, regional and – as a consequence – national growth. One of the main and endogenous factors of fast and dynamic economic progress is a high local and regional social capital. The aim of this paper is to show problems with building of this capital, diagnosed in polish postvoivodeship towns. As author argues, this kind of cities are characterized by awareness barriers, resulting from institutional reform which was carried out in 1999. These political changes caused liquidation of some voivodeship and simultaneous, administrative degradation of some cities. The text includes characteristic of these barriers as well as of their factual connections with the reform. The article also describes proposals for actions trying to overcome problems with building of social capital in the towns.;
  Według założeń KPZK 2030 część polskich miast będzie odgrywała rolę ośrodków regionalnych, które mają stanowić motor pobudzający rozwój kraju. Jednym z czynników sprzyjających prawidłowemu odgrywaniu takiej roli jest wysoki kapitał społeczny mieszkańców regionu i jego centrum. Celem artykułu jest pokazanie problemów z budową tego kapitału, jakie mogą napotkać byłe miasta wojewódzkie. Autor argumentuje, że dawne stolice województw charakteryzują się występowaniem wśród ich mieszkańców barier świadomościowych, spowodowanych administracyjną degradacją tych miast. W tekście podjęto próbę scharakteryzowania tych barier oraz nakreślenia ich faktycznego związku z reformą. Artykuł zawiera również wstępne propozycje działań, które mogą pomóc w przezwyciężeniu zdiagnozowanych trudności.
