  Modem economic and social system requires that certain activities are undertaken by local government in order to create favourable conditions for the society and economy. Municipal infrastructure is one of the main stimulants of local growth. It is a keystone integrating the functional and spatial structure of the city. In the beginning of the nineties the municipal infrastructure in Łódź was a developmental barrier for the city. Both roads and housing required new investments. Reactivation of the territorial self-government changed the approach of local authorities towards infrastructure The local government was also given financial recourses to realize its assignments. The aim of this article is to present the municipal investments in roads and housing in Łódź between 1990 and 2002. The authors present also the impact of the investments on spatial structure of the city and its developmental opportunities.;
