  Parents’ councils are an obligatory body in all public kindergartens and schools in Poland. Nevertheless, literature on the subject often points out that they exist only formally and have no real impact on the functioning of educational institutions. The purpose of this article is to verify this view by reconstructing the concept of “parents’ council” as understood in the laws and regulations of the Polish education system, using the semantic field analysis. This analysis shows that parents’ councils are entities entangled in a complex network of connections, and they have numerous competencies on the one hand, but on the other, their decisions are binding in very few instances. This, in turn, may lead to the conclusion that, in practice, parents’ councils are nothing more than formal entities.;
  Rady rodziców są organami obligatoryjnymi we wszystkich publicznych przedszkolach i szkołach w Polsce. Mimo tego dość często w literaturze wskazuje się, że są one „fasadowym przedstawicielstwem” rodziców i nie mają rzeczywistego wpływu na funkcjonowanie placówek oświaty. Celem artykułu jest zweryfikowanie tego poglądu przez zrekonstruowanie pojęcia „rada rodziców”, występującego w ustawach i rozporządzeniach tworzących polski system edukacji, z wykorzystaniem metody analizy pola semantycznego. Z przeprowadzonej analizy wynika, że rady rodziców są podmiotami uwikłanymi w skomplikowaną sieć powiązań; wprawdzie mają one liczne kompetencje, ale tylko w niewielu przypadkach ich decyzje są wiążące. To z kolei może prowadzić do wniosku, że rady rodziców są w praktyce podmiotami formalnymi.
